This is the single most common surprise we see at the counter. People assume switching a U.S. license to Washington is paperwork. If the old license has expired, it is not — you take both tests again.
The short answer
Expired out-of-state license → knowledge test AND drive test. That is DOL's stated rule, with no exception for how recently it expired.
Valid (unexpired) out-of-state license, age 18 or older → no tests required, as long as your driving record is dated within the last 30 days and the license is from a U.S. state, Washington D.C., a U.S. territory, or the U.S. Department of State.
So the whole question comes down to one thing: is the card still in date or not?
The 30-day rule when you move here
New residents are expected to switch to a Washington license within 30 days of moving.
This matters more than people realise: if you move here with 2 months left on your old license and wait 6 months to deal with it, you have turned a no-test transfer into a two-test retake. If your license is close to expiring, handle it first.
If you are already past the expiry date, nothing is lost — you just need to plan for two exams instead of a counter visit.
What you need
• Proof of identity — DOL accepts several document combinations; your expired license, passport, or other documents on their list.
• A mailing address — there is no proof-of-address requirement for a standard license, you just give an address for the card to be mailed to.
• Social Security Number if you have one; otherwise you sign a declaration.
• A recent driving record if you are transferring a valid license — it must be dated within the last 30 days.
How to get it over with quickly
You have driven for years, so this is a formality — but it is a formality with a passing score attached.
The knowledge test is 40 questions, 80% to pass (32 correct), drawn entirely from the official Washington Driver Guide. Washington-specific rules are where people slip: right-turn-on-red conditions, school-zone speeds, and the state's specific following-distance and parking-distance numbers.
